Looking for house exchange, moving from East Sussex to Norwich

I am doing this on behalf of my mother, so If you want more infortmation about the property, please ask and I will advise. I'm looking for a council house exchange.
I'm currently living in East Sussex in a little village called Blackboys. The area is a perfect place for a family, with a recreational grounds round the corner, the local pubs and village shops, and the woods for all the dog walks.
I am currently living in a 3 bedroom semi detached house, with off road driving and a very big back garden, and a office has been built on the side of the property.
A new heated system has been put in recently and it is a very spacious property, which consists of a hallway, living room, big kitchen, utility room, office, down stairs toilet, 3 bedrooms, and a bathroom. In return, I am looking for a 2 bedroom house, as close to Thorpe Marriott, Taverham or Drayton ( norwich, Norfolk ) as possible.
Would have to be a council property or housing association. With a garden and parking is a must..
